Long-Term Residence Permit in Turkey: Permanent Residency After 8 Years
The long-term residence permit is an indefinite right of residence granted to foreigners who have legally resided in Turkey for at least 8 consecutive years. This permit, which requires no renewal, grants the holder rights equal to Turkish citizens in many areas, with a few limited exceptions. It is the strongest residency status attainable for foreigners seeking a long-term future in Turkey.
Who Can Apply?
The conditions for applying are set out in Article 42 of Law No. 6458:
- Legal residency in Turkey for 8 consecutive years
- No social assistance received in the last 3 years
- Sufficient and regular income
- Valid health insurance in Turkey
- No threat to public security or public order
How Is Continuity Calculated?
- Periods abroad totalling no more than 1 year within the 8-year period are tolerated.
- A single trip abroad exceeding 6 months can reset the clock.
- Failure to renew a residence permit or a domestic visa violation breaks continuity.
Rights Granted by the Long-Term Residence Permit
- Indefinite right of residence without any renewal requirement
- Right to work independently and pursue a freelance profession without a separate work permit
- Rights to acquire real estate, inherit property and register vehicles in Turkey
- Access to education and social services
- Right to establish and manage a business
Exceptions
- No right to vote or stand in elections.
- No military service obligation arises.
- Appointment to certain public offices is restricted.
Long-Term Residency or Turkish Citizenship?
Foreigners who have resided in Turkey for 5 years and meet certain requirements become eligible to apply for citizenship. Citizenship encompasses all the rights of the long-term permit and adds further rights. Both options should be evaluated and the most appropriate strategy identified — the long-term permit can serve as a powerful stepping stone on the path to citizenship.
